Abstract

Increasing community participation in village government decision-making is essential to achieving sustainable, inclusive, and democratic development. Village governments play a crucial role in managing local resources and addressing community needs. Citizen involvement in policy-making and resource management can lead to more effective and sustainable policies, improving the quality of public services. This study aims to analyze the factors influencing community participation in village decision-making and the challenges faced in achieving effective and inclusive participation. Using a qualitative descriptive research design with a case study approach, the study examines two villages in Gunung Kidul Regency, Yogyakarta, with varying levels of community participation. Data were collected through interviews and surveys with village officials and community members. The findings reveal that higher participation is associated with greater satisfaction in policy outcomes, with more transparent and inclusive decision-making processes leading to stronger community trust and engagement. Barriers to participation, such as local elite dominance and lack of support for vulnerable groups, hinder broader involvement. However, clear rules, training, and open platforms can foster greater participation. The study concludes that policies promoting transparency, inclusiveness, and active community involvement lead to more effective, equitable, and community-based development, thus strengthening local democracy.
